After some fiddling with the ram modules, it sometimes managed to start beeping a couple times before it starts turning off and on. It turns out that having anything in the B1 or B2 ram slots causes this problem. Moving the RAM slots from A2 + B2 to A2 + A1 results in a stable system with both ram modules recognized and working properly.
